Dr. Kelly is the Medical Director and Managing Partner of Doctors House Call in Florida and New Mexico, a role he has held since 2021. He is also the longstanding Medical Director of Mora County EMS in New Mexico since 2013, exemplifying a deep commitment to rural healthcare. His ER medical service extends to hospitals in Florida, New Mexico, South Carolina, and Washington, including Advent Hospital (Ocala and Timber Ridge), Rehoboth McKinley, and the Beaufort Naval Hospital, among others.
In administrative roles, he has held leadership positions at numerous institutions, including:
- Medical Director roles at Plains Regional Medical Center and Dan C. Trigg Medical Center (Presbyterian Hospitals in Clovis and Tucumcari, NM)

Education and Certification
Dr. Kelly's educational background includes a Doctor of Medicine from the University of Arkansas College of Medicine and a Bachelor of Science in Biology from University of Central Arkansas. He completed his internship and residency in Internal Medicine at Thomas Jefferson University Hospital in Philadelphia and was a scholar in the NIH Honors Program at the National Cancer Institute.
He is board-certified in Emergency Medicine by the American Board of Physician Specialties (2019–2027).
Telehealth Innovation and Nonprofit Impact
Dr. Kelly has led pioneering efforts in healthcare delivery through technology. Between 2012 and 2015, he spearheaded New Mexico TeleHealth, launching the state's first telemedicine program, which remains active under the University of New Mexico Hospital.
He co-founded and currently chairs Mahala Love, a nonprofit supporting underserved communities in the U.S. and South Africa. His earlier work with Global Vision Healthcare, Inc. offered telemedicine services to Alaskan fishermen between 1995 and 2001.

A deep believer in giving back, Dr. Kelly organized initiatives like the Christmas Nursing Home Basket Project and a multi-hospital Memorial Bike Ride honoring a late colleague. He also served as host of the weekly KNMX Radio Healthcare Program, further amplifying public health education.

Dr. Kelly has authored and co-authored multiple scientific publications in oncology and pharmacology, including articles in The Journal of Medicinal Chemistry and Cancer Chemotherapy and Pharmacology.
